The Westville Police Department was established in 1914 and is comprised of 13 full time police officers and one School Resource Officer and is commanded by Michael Packer. The Department provides a L.E.A.D (Law Enforcement Against Drugs) program at Parkview Elementary School that is conducted by one of our police officers specializing in drug awareness and juvenile problems.

Biography

Chief Michael Packer proudly serves as the Chief of Police for the Borough of Westville, leading the Department with a deep sense of responsibility, pride and personal connection to the community he has called home since childhood.
Born and raised in Westville by Bill and Floss Packer, Chief Packer is a product of the very neighborhood he now serves and protects. A graduate of Parkview Elementary School and Gateway Regional High School, Chief Packer began his journey in public service with a clear understanding of the values, challenges, and spirit that defines Westville. After earning a degree in Social Science and Criminal Justice in 2025 from Rowan University, Chief Packer began his public service career as a Special Law Enforcement Officer, Class 2 with the Brooklawn Police Department in 2005.
In June 2006, Chief Packer was hired by the Westville Police Department as a Patrolman and over the course of 10 years, he rose through the ranks – serving as Sergeant and Lieutenant. During his time as a Sergeant and Lieutenant, he attended numerous supervisor and management training courses that focused on implementing best policing practices, leadership skills, improving officer training, and developing police officers. In 2022, Chief Packer was promoted to Deputy Chief and held that position until January 2025 when he was promoted to the position of Police Chief.
Chief Packer brings a hometown perspective to his role, blending professional leadership with a lifelong dedication to the people of Westville. Under his leadership, the department focuses on transparency, accountability, officer development and proactive community engagement.
Under Chief Packer’s guidance, the Westville Police Department continues to evolve as a forward-thinking agency committed to protecting and serving the residents of Westville with professionalism and respect. Chief Packer strongly believes the benefits of community policing and outreach programs play a vital role with the Department’s vision to provide the best service to Westville residents.
